The clock is ticking!
In short, the usual time for a council to determine a regular application is a period of up to 8 weeks (13 weeks for major applications).
There is a 4 week 'consultation period' which opens soon after the application is validated. This 'window' is the period of time that the public and other 'consultees' can respond to the council with their representations about the planning application (i.e. in support, an objection or providing other information).
You will undoubtedly have been made aware of an application by either a site notice, a news paper advertisement or a direct mailing from the council. Any one of these notifications will advice on the 'consultation period'. You MUST get your objection* in to the council within that 28 day window...
*However it is also important to note that the planning officer is DUTY BOUND to consider all information received throughout the whole determination period... that said, if your letter arrives at the end of the period it may be too late already...
So... if the consultation window is open - submit your objection immediately...
If you have missed the window - submit your objection immediately!!!
If a decision has been made - it is already too late... and the option for recourse is severely limited.
